Senate Bill 425 And House Bill 3276

NOTICE OF FEES – Plains ER Management, LTD in compliance with Senate Bill 425, effective January 1, 2016, and modified by House Bill 3276, effective September 1, 2017, posts the following:

  • Your Express ER physician providing your emergency medical care may bill separately from our facility for the medical care they provide you;
  • Express ER Abilene is a freestanding emergency room/medical care facility;
  • Express ER does not participate in any health insurance plan provider network; Texas state law, however, requires that your health insurance provider processes your emergency care at in-network benefit levels;
  • The rates at Express ER in Abilene, TX are comparable to a hospital-based ER; Express ER may charge a facility fee;
  • The emergency physicians at Express ER may or may not participate in your health insurance network; you should contact your health benefits provider for more information;

Insurance Company Billing

After your visit to Abilene Express ER, we will submit two insurance claims to your health insurance provider. The first health insurance claim will be from your emergency physician at Express ER that provided the medical care. The second is from our facility which you were seen at and will encompass all of the care received, including diagnostic imaging, laboratory testing, cultures and more.

Once the insurance claims have been submitted to your insurance company, you will receive an explanation of benefits that explains the charges from Express ER. Your explanation of benefits may also itemize the copay, deductible, any co-insurance, and even payment responsibility.

Patient Billing

Express ER in Abilene, TX does not practice “balance billing”, meaning we will not bill above what your insurance provider’s in-network allowable is for your medical care. Once your explanation of benefits has been processed, an invoice will be issued to you notifying you of any outstanding balance that may be due.
